The Liberal Party of Montenegro was founded on 28th of October 2004 in Podgorica, as a party that has been continually anti-war, liberal and been standing for the idea of statehood since the beginning of the 1990s.
LPM is a political party aimed at the creation and expression of political will, as well supporting the political activity of citizens who desire to constitute and develop the Republic of Montenegro as a democratic and independent state. The aims of LPM are the fulfillment of ideals of free individuals; free people; liberal democracy, private property; free market and social justice, through action based on the principles and traditions of European liberal democracy.
LPM will stand for the principles of a democratic, free and organized society, for civilization achievements of modern and more progressive part of a mankind, for freedom of critical thought and fundamental values in tradition and democracy. LPM accepts the fundamental principle of liberal-democratic societies, which demand a so-called limited state, whose primary goal is to protect citizens from the abuse of power, and whose central mechanisms are institutionalizations of: – freedom, equality and the rule of law – entrepreneurship, initiative and full economic liberty – civil and open society – freedom of media and independence of journalism – solidarity and social balance – efficient, accessible network of public services to every citizen
LPM accepts liberalism as political doctrine with a clearly expressed sense of optimism. We want to connect a genuine belief in progress and prosperity with efforts to build a more fair society. It is the only way we can succeed, and at the same time preserve the basis and foundation of our activities – man and his destiny. In the century ahead of us, LPM will stand for liberal-democratic society and state. That is the best and most efficient way to overcome the problems we are facing and struggling against today. We, citizens of Montenegro, gathered in the Liberal Party of Montenegro, believe that individual human virtues are an asset in politics. We believe in the advantages given by the rule of Parliament, a decentralized society and State, a well developed local self-government and we believe in society where the culture of dialogue and tolerance rules. The political course of the authorities in Montenegro, that has been unchanged for more than a decade, is recognizable by an authoritarian reign without any strategy and vision for the future. This kind of authority has only one objective – preservation of control and power at any cost. Citizens of Montenegro have felt greatly the cost of such exercise of power. Today, Montenegro is impoverished and in debt and society is divided, on the one hand, into a very small group of (by world standards), rich individuals and, on the other, large numbers of citizens in serious jeopardy. Today, after 15 years of deterioration, Montenegro is showing negative trends in every aspect of social and economic life. The civilized world today sees us as a country of unchanged, ex-communist monopolies, undeveloped democratic state institutions, lawlessness, and injustice. We are seen as a criminalized society, lacking in freedom with no free press, in most cases dependent on civil sector, with deep divisions at many levels. Representing the biggest obstruction to our development, which allows the current, unchanging régime to retain power with no regard to these and many other fatal consequences, is a national division that has given birth to other natural divisions based on religion, culture, education and other fields The alternative political course, represented by Liberal Party of Montenegro, is that Montenegro must realize full and genuine transformation in all spheres of social life. That is the only way we can manage to transform our society and leave behind simulation of these process, which is the mean current regime which exists solely to preserve power. Instead of manipulation as a tool of governance, we must pursue a strategy of total economic and social recovery and development. We must do everything to ensure that system of accountability is brought to politics, work and attitudes, in order to prevent history from repeating itself forever, and to prevent the trust of citizens being won by a politically irresponsible elite who would govern with no regard to the fatal and negative effects such governance has on the state, society and the individual. In order to make total democratic transformation of society achievable, in order to establish and accomplish the strategy of social and economic recovery and development, we must, without delay, adopt and respect standards upon which the entire democratic world relies. For a successful, democratic transformation of society we must learn from the positive experiences of other countries in regions that have successfully managed their own transformations to become, today, full members of the EU. We must do everything to stop institutionalized divisions in our society that are based on political manipulation. The already-identified division on national grounds, as important as divisions over the state status is the most burdening problem to be solved, as well as solving the issue of state status of Montenegro and its entire democratic and economic development. The seriousness of this division can be clearly seen against other worrying divisions based on religious, cultural, educational and other grounds. We, the liberals, must do our best to stop such divisions, advocating the solving of all disagreements and conflicts in line with democratic standards and in the spirit of tolerance and understanding, by always pointing to the consequences of these and other divisions. We must point out that the variety of our social makeup is one of the most critical sources of power: the sinew of modern society, its freedom and its creativity.
The ability to solve these issues in a serious society must not be underestimated and neglected because the results of such policy always, and without exception, have serious consequences, just like those that burden and limit our domestic social relations. Our political course must always start from that indisputable and unquestionable fact that selectiveness, absolutism and the advocacy of division over national identity, is always and everywhere wrong and inadmissible. Therefore, the current division and advocacy of differences in society based on private interests should be dealt with in line with the practices of the democratic world. That is the only way we can and must put an end to the issue of division and selectiveness within Montenegro. Montenegro must remain devoted to the values of developed western societies, must be loyal to the values and standards of Europe and the rest of the democratic world. Therefore, we, the citizens of Montenegro, whether Montenegrin or belonging to another nation, whatever our religion may be or may we be atheists, must be aware that we want to be part of Europe and a European family of developed nations. In order to integrate Montenegro into the great organization of Europe and the world’s political, economic and other processes, one very important condition must be met: an individual’s nationhood, religion, sex, politics, regional origin or any other factor must not make any difference to his/her chances and feeling of acceptance in Montenegro. Because of all of this and its overall importance for our future, overcoming our differences is our great internal task. The Liberal Party of Montenegro will persistently and patiently be dedicated to its resolution. Every modern society lives openly with its past. To live openly with the past means to possess an awareness of yourself and the foundations of society. The Liberal Party of Montenegro sees the past as a past reality. The way it once was. And knowledge about the past as rational knowledge about life as it was in our region. We can recognise historical processes in the present, and based on our full understanding of the present we can create and shape the future in line with our wishes. After centuries of dictatorships, wars, and the by-products of such a history, we have to do everything that is in our power for Society to face its past, regardless of the way it was. Only by doing so can one creates an objective picture of everything that is now behind us. The Liberal Party of Montenegro advocates the complete dissolution of the present ruling system which embodies the politics of conflict, monopoly, division of society based on various grounds, criminalization of society, destruction of general social values and negative results in all social spheres. We have to be aware that our history is actually a history of the stream of discontinuances. Historical experience clearly confirms that peoples do not have eternal and unchangeable destinies, but that they go through different phases. One of those phases lies in front of us. The definition of statehood and the comprehensive democratic alteration of society in line with the accepted standards of developed countries await us, as well as economic revitalization and development. Also awaiting us are the creation of possibilities and a better way of life - all of these things to be achieved so as to prevent endangering the lives of future generations. PROGRAMME LINES OF THE LPMN are as follows: Democratic and independent Montenegro: – A State respecting the rule of law – decentralized State with developed local self-government – A State of extensive natural beauty with sound ecological development – A State that protects human rights and the rights of national minorities – A State that protects religious freedoms and the equality of religious communities – A State that protects gender equality – A State that looks towards future generations – A State with free media and independent journalists – A State of information culture and educated people – A State with health care and health policy – A State of social balance – A State with a market economy and entrepreneurship – A State of culture and arts – A State in the EU – A State with a developed private sector
BODIES OF LPMN as set forth by the Statute are as follows: Conference of LPMN, President of LPMN, Vice Presidents of LPMN, Main board of LPMN, Club of delegates, Presidential board and Honourable Council of LPMN.
Municipal boards shall be established for the territory of one Municipality-city. Main board of LPMN, upon a proposal from the President of LPMN may institute advisory and working bodies of LPMN. Establishment of the organizations of the Youth of LPMN and Women of LPMN is in progress. President of the Party is Mr. Andrija Popovic, and Vice-Presidents of the party are: Dubravka Zivanovic, Satka Hajdarpasic, Bozidar Vucinic, Aleksandar Ljumovic and Milo Radonjic.
